The Beobachtung got quite a work-out in the early days, the concept being so new and powerful, but after a while, we adjusted. We behaved ourselves, out in the open anyway.
     So, very few people noticed when Popovich parted ways with the other Continental Collectives. About thirty-two years ago, our Collective, after a sudden and inconspicuous competition, hired a combine, one of Byukan-Hamil's combines, to rewrite the query and rendering tools for the Beobachtung data that originates in Popovich. They couldn't change the global standard, of course, but they could arrange for the new tools to be the only ones accessible from this continent and for these tools to work only on Popovich data.
     Dik Historio: So what? They can't keep us from getting to the data, can they, Mijnheer Sourdough?
     Dan Peg-Leg: No, but notice that the Greater Pattern says "data, and the tools to process it." And the Lesser Patterns, describing the specific tools, don't contain anything more than functional specifications.
      Dik Historio: Is this going somewhere, old-timer?
     Dan Peg-Leg: None of the relevant Patterns says that the tools have to be easy to use, and here on Popovich, they're not. I defy anyone short of a Byukan-Hamil staff gleest to get any images out of Popovich data, much less run an identification agent against them. An early milestone in Byukan-Hamil's domination, an unrecognized victory for our mountain masters. As a novitiate, you wouldn't know any better. G'day, my children, I'm history, as they say.
     Tom Baines: Wait, wait! You're saying we can't find out who did this? You're saying we can't bring the actual culprits to justice? Helpless, we can only resort to lashing out at stereotypes and generalities? Is that what you're saying? St. Joseph's Analgesic, where are our anshin when we need them?

     I will tell you this, however: our guests don't dominate the cells by much. We're running sixty-seven percent non-residents, that's all. Don't pride yourselves too much.
     Os Carshaftel: What can we do? Are we lost?
     Ku Wabataké: No, we're not lost, not yet, anyway. The Chief will be rolling out some programs to help us get a handle on this. She's also working with the Rendezvous to bring Die Gastarbeiter into these programs. We've got to work together, is all.
