called Red Winter, to go with White Winter, Fall, Summer, and Spring. Humans
have experienced two Red Winters in their time on Yeibichai, numbering them

- risk-assessment priority
scheme
- instead of using classes, such as, Class-A Felony, or levels, such as,
Level-1 Emergency, or codes, such as, Code Blue, anshin
label Incidents with risk assessments modified by a scope or multiplier that
indicates the number of people involved; their categories include:
- Risk-of-Death (four descending minor-key notes)
- Risk-of-Injury (three rising notes)
- Risk-of-Abuse (no audible alarm)
- Risk-of-Disturbance (no audible alarm)
Each category contains all lower categories, including Risk-of-Damage.
Their scopes include:
- High Multiplier (trumpet cry)
- Several Multiplier (short trill)
No multiplier means one person involved.
There are of course situations where only property is involved. Such pure
Risk-of-Damage Incidents are relatively rare and do not merit much urgency
unless they endanger people, such as a fire, but then their category changes
to reflect the danger.
During the Rendezvous of Futures, Chief Heejanus created a new category
of Incident: Commotion as "a state of often disorderly civil
unrest" [Merriam-Webster's Collegiate Dictionary; see cue/www=Merriam-Webster
OnLine] during which the anshin's
Response Pattern changed.
